1) Purpose of Report

• To present GPWG Members with the overall findings of His Majesty’s Inspectorate of Constabulary and Fire & Rescue Service (HMICFRS) inspection and information about the action plan.

2) Recommendation

• That Members note the content of the report and details about the HMICFRS action plan.

3) Information and Analysis

• Members received an information paper at the Fire & Rescue Authority meeting on 9 February 2023, which gave an overview of the inspection findings.  The inspection focussed on the services we provide to the public including prevention, protection and response; the efficiency of the Service and how well it provides value for money, allocates resources to match risk and collaborates with other emergency services; and how well the Service looks after its people.
  There are three graded ‘pillars’ – namely ‘effectiveness, efficiency and people’.
  HMICFRS have the aim of encouraging improvement. A full text of the report is available by following this link: HMICFRS Report.
• Appendix one is an overall summary of the findings.  Members will note the sub-categories under each heading. 
• A draft action plan to address the areas which require improvement is attached as appendix two.  This is being finalised by portfolio managers.  Progress will be monitored by the Strategic Leadership Team and the Governance and Performance Working Group (GPWG).
