Core Principles and Sub Principles of good governance

As a public sector body, the Authority adopt a Code of Corporate Governance based upon the CIPFA (Chartered Institute of Public Finance and Accountancy) /SOLACE (Society of Local Authority Chiefs) document: “Delivering Good Governance in Local Government Framework 2016”.

The main body of the code is divided into seven core principles. The principles and standards are aimed at helping the Authority to develop and maintain a local code of governance which will meet the criteria of each principle, demonstrating its commitment to good corporate governance.

Core Principles

A: Behaving with integrity, demonstrating strong commitment to ethical values, and respecting rule of law.

B: Ensuring openness and comprehensive stakeholder engagement.

Sub-Principles

C: Defining outcomes in terms of sustainable economic, social, and environmental benefits.

D: Determining the interventions necessary to optimise the achievement of the intended outcomes.

E: Developing the entity’s capacity, including the capability of its leadership and the individuals within it.

F: Managing risks and performance through robust internal control and strong public financial management.

G: Implementing good practices in transparency reporting, and audit to deliver effective accountability.

What does this mean to the Authority?

Corporate Governance is about how Derbyshire Fire & Rescue Authority (DFRA / the Authority) ensures the right things are being done in the right way, in a timely, inclusive, open, honest and accountable manner for the communities of Derbyshire. It comprises the systems, processes, cultures and values by which DFRA is directed and controlled, together with the activities through which the DFRA serves, accounts to, engages with and leads the community.

The basic principles of good corporate governance require us to carry out our functions in a way that is completely open and inclusive to all sectors of the community and demonstrates the utmost integrity in all our dealings.
