Derbyshire Fire and Rescue Authority is committed to providing quality services to local residents and businesses that are effective, efficient and value for money.
As part of our commitment to providing data transparency, the links to the Governance and Freedom of Information pages and the information on this page help to demonstrate how public money is being spent, value for money is achieved and to aid the understanding of how the authority operates.
The Fire Brigades Union (FBU) represents operational, fire-fighting employees. These may be on the Wholetime Duty System, whereby personnel work wholly for the Fire Service. Alternatively, this may be on the Retained Duty System whereby personnel are contracted to the Service as a secondary, on-call role attending the fire station local to their home or primary employment when alerted.
In addition, the FBU represents Control personnel who manage emergency calls received and co-ordinate the response of the most appropriate fire appliances to attend each incident.
The Retained Firefighters Union (RFU) solely represents operational fire-fighting employees contracted to the Retained Duty System (see above for an explanation of these duty systems).
The Fire Officers Association (FOA) represents operational fire-fighting employees on either duty system.
Operational employees can be members of more than one union concurrently but tend to be members of solely one union or choose not to be represented at all. Within Derbyshire, the FBU have a greater number of members than RFU and FOA.
Unison represents non-operational Support employees who provide administrative, technical and managerial support to the Service.
We do not have any full time officials but have 61 trade union representatives (FBU) to whom we recognise for trade union duties/activities. DFRS currently give recognition for collective bargaining and negotiation to the FBU and Unison. We give communication consultation to the RFU and FOA.
The service does not offer monetary support in the form of time off for union activities, which the union representatives undertake in their own time and at their own cost. The spend on union duties is negligible and represents far less than 1% of the pay-bill.

Health data has been produced by the Chief Fire Officers Association (CFOA) and NHS England to help identify over 65s and vulnerable households in order to deliver Safe and Well Visits
NHS England, the Royal College of General Practitioners and Fire and Rescue Services (FRS) in England work together to share information (where relevant, proportionate and necessary) to allow Fire Service personnel to undertake home safety assessments for those who would benefit from a visit.
The majority of fire deaths in the UK occur amongst the elderly population. However older people are most vulnerable to fire and a number of other risks. A home visit from the FRS is proven to make them safer and can reduce risk significantly.
In one area of the United Kingdom where this work has been piloted since 2007, there has been a significant reduction in fire deaths and injuries which has developed into a current trend well below the national average. So we know this work can save many lives.
The FRS and NHS will continue to work together in the future to ensure the visits undertaken by the FRS are effective in helping make people safe and well.
