Tumble Dryer Fires

Request

1.  For Hotpoint, Indesit, Proline, Swan and Creda tumble dryers (all brands manufactured by Whirlpool) manufactured between April 2004 and October 2015 and subject to the safety notice issued on 23 November 2015, please provide the details below.  Please provide this as a breakdown by month for 2004 to 2017:

a)  the number of fires in the jurisdiction of each Fire Service identified or suspected to be caused by the above dryers.

b)  the resources utilised by each Fire Service in extinguishing these fires (eg, firefighters, support vehicles, breathin apparatus, fire pump equipment, etc).

c)  a cost estimate for each Fire Service for the resources utilised.

d)  how many incidences of loss of life or injury have been caused by, or suspected to be caused by, these dryers identified above.

2.  For all tumble dryers (all brands), please provide the details below.  Please provide this as a breakdown by month for 2004 to 2017:

a)  the number of fires in the jurisdiction of each Fire Service identified or suspected to be caused by the above dryers.

b)  the resources utilised by each Fire Service in extinguishing these fires (eg, firefighters, support vehicles, breathin apparatus, fire pump equipment, etc).

c)  a cost estimate for each Fire Service for the resources utilised.

d)  how many incidences of loss of life or injury have been caused by, or suspected to be caused by, these dryers identified above.

Response

1.  Breakdown of incidents involving brands manufactured by Whirlpool (Hotpoint, Indesit, Proline, Swan and Creda):

a)  Please see Sheets (A), (B) and (C) in the report below.

b)  A breadown of appliances and cars is given in the Resources data on Sheet (B) in the report below.

c)  Total £5,370.  See Sheet (B).

d)  Instances of injury - total 12.  A breakdown is given for each year in the Summary on Sheet (A) in the report below.  Instances of loss of life - none. 

2.  Breakdown of incidents for all tumble dryers (all brands):

a)  Please see Sheets (D), (E) and (F) in the report below.

b)  A breadown of appliances and cars is given in the Resources data on Sheet (E) in the report below.

c)  Total £22,146.  See Sheet (E).

d)  Instances of injury - total 12.  A breakdown is given for each year in the Summary on Sheet (D) in the report below.  Instances of loss of life - none. 

Please note that:

(i)   Only 'checked' incidents on our Information Recording System (IRS) are included in the attached Excel report. Every effort has been made to ensure the accuracy of this report, but it is only as accurate as the data entered at source. The details given are for the jurisdiction of Derbyshire Fire and Rescue Service so data for “Over Border” incidents (where we attend an incident out of Derbyshire County for another Fire Service) have been excluded.

(ii)  Exact details of the number of fire fighters and the type of equipment used, for example, breathing apparatus, and costing of incidents is not recorded and cannot be given without working through each incident and calculating the time in attendance, the exact number in the crews attending and type of Officers attending. Watch Managers take on Incident Command but Officers (Station Manager, Group Managers, Area Managers and Deputies) take on Incident Command in more serious incidents. An approximate cost has been given based on an hourly rate on the basis that, usually, one appliance with a crew of at least 4 or 5 Firefighters will be deployed to these call outs. A crew usually consists of one Watch Manager and/or Crew Manager and two to four Firefighters (including a driver); of this, all crew members (except the Watch Manager) are required to be qualified to wear breathing apparatus and all are qualified as firefighters. An approximate cost estimate is given based on an hour in attendance but an additional allowance could also be made for overheads of running the Service. It should be noted that our Wholetime Firefighters work full time so are paid for their time in any event but Retained Duty System (On-Call) Firefighters work part time and are paid a call out rate when they attend an incident.
