» Fire and Emergency Support Service (FESS)
The aim of our partnership with The British Red Cross' Fire and Emergency Support Service is to assist families and individuals to cope with the disaster of a fire, flood or other emergency.
Derbyshire Fire & Rescue Service is involved in the First Contact scheme that acts as a single point of contact between people and a range of community-based support, services and benefits.
The scheme, which helps people stay safe and independent in their own homes, was piloted in the High Peak area and is also now running in Derbyshire Dales, Chesterfield, Bolsover, South Derbyshire and North East Derbyshire areas of the county.
People are put in touch with the First Contact scheme through many different channels including DFRS, Derbyshire County Council, police, district and borough councils, charities, children's centre staff, social workers and district nurses.
If one of the agencies visits someone and they identify needs their agency cannot provide, they ask the person if they want to fill out a checklist which can help pinpoint any other services or support they may need.
The checklist covers a number of services including:
home fire safety checks including fitting free smoke alarms
home security checks and crime reduction advice
housing advice, repairs and adaptations
support for families
information on community transport schemes
advice on healthy living
energy efficiency advice
benefits advice
falls assessments and advice on falls prevention
Once a checklist is filled out it is sent to the county council's contact centre Call Derbyshire which acts as the central point for the information.
The relevant agencies are then contacted and in turn they get in touch with the person direct to offer help and support.
Since its pilot in the High Peak in 2008, around 800 First Contact checklists have been completed and about 2,000 referrals generated.

» Memorandum of Understanding with Derby Homes
Derby Homes and Derbyshire Fire & Rescue Service (DFRS) have developed a Home Fire Safety Check (HFSC) strategy to promote fire safety in the home. This partnership approach not only identifies potential risks but also educates residents in order to reduce the numbers and severity of fires within the home.
A series of measures have been introduced with staff and tenants. DFRS ensure that Derby Homes' staff are highly trained and are provided with appropriate literature and support. Since February 2011, 957 HFSC's have been carried out by Derby Homes' staff.
Derby Homes installs hard wired smoke alarms in all properties and requirements that a HFSC is carried out as part of all Tenancy Agreements. All new tenants receive a visit within the first three months of the start of their tenancy, usually combined with an introductory tenancy visit.
Housing Officers ensure that all existing tenants are also checked. The checks involve giving general advice to tenants on: appliances, cooking, heaters, storage of fuels and smoking. It also involves ensuring they know how to test smoke alarms, and plan escape routes if a fire starts. Housing Officers complete a check list with tenants and offer advice on reducing risk. Tenants are asked to take action where necessary. All forms comply with DFRS data protection protocols.
Hazards such as hoarding and overloaded sockets are reported to DFRS who will offer support and fire safety advice to the tenant. Vulnerable tenants are also identified and actions follow where homes are identified as high risk. Examples of actions are:
A history of fires in the home - installation of a sprinkler system or a FireSafe referral
Evidence of careless smoking or inappropriate cooking methods - Fire proof blankets/bedding
Inappropriate use of electrics - Multi-socket adaptor
Use of chip pan - provide deep fat fryer
DFRS conduct periodic audits to ensure that HFSC's are completed to a high standard which is current and relevant to tenants. Derby Homes meet quarterly with the DFRS to discuss fires in Derby Homes' tenancies and develop action plans or publicity drives, where necessary.
Statistics provided by the Fire & Rescue Service indicate that there has been a reduction in fires in Derby Homes' properties since the HFSC's began in 2008 with 957 HFSC's being carried out by Derby Homes' staff since February 2011 to date.
